The reports are coming from Android Police , and the folks there have discovered server logs which points that Google is currently working on Android 4.3, and found visits in their server logs that originated from Nexus 4 and Nexus 7 devices running Android 4.3 with build number JWR23B, more than that the IP addresses of these devices were tracked back to the Google Campus.
